Abstract This article offers econometric tests of the catch-up routes of 52 national grade high-tech zones by using system GMM.The results show that the growth of high-tech zones was mainly driven by the formation of fixed capital. The driving forces from the formation of fixed capital declined while the driving forces from total factor productivity rose. The catch-up of 52 national grade high-tech zones was driven by the agglomeration of manufacturing capitals, especially in the FDI intensive areas and traditional manufacturing areas. The catch-up routes embodies technical progress from the promotion of TFP, which means the high-tech zones would evolve along the path of scale expansion instead of endogenous growth. Some suggestions are provided according to the results.
