Abstract With the release of innovation-oriented development strategy, national S&T programs have been identified as the more and more important policy tools to promote S&T innovation in China.In this paper, we used 863 Program as a case to study on the implementation management dilemmas of national R&D program.By analyzing the institution dilemmas, the choice dilemmas and the risk dilemmas, we gave five policy suggestions to improve the implementation of R&D programs.
