Abstract The development of national innovation bases in China is very important,but limited.Based on the organization duality theory,this paper analyzes the governance structure and management model of major innovation bases in foreign countries.It focus on the governance structure,which including organizational structure,technology transfer system and environmental management system,and the management model,which including objective contract of tasks,fund distribution system,evaluation system,resource sharing system and international cooperation mechanisms.
