Abstract In order to undertake industrial transfer effectively, this paper systematically analyzes the internal and external challenges and advantages of Lanzhou New Area with SWOT analytical method. By constructing the static and dynamics indicators, this paper analyzes Lanzhou New Area undertaking industrial transfer in the practical way based on the perspective of industrial agglomeration. This paper measures the concentration of industrial agglomeration about industries of Lanzhou by using the data of 2004—2009. According to calculations, this study classifies Lanzhou New Area's cluster development stages of various industries. The paper proposes the resolutions and counter-measures on industrial transfer on the basis of the analysis
