Abstract This paper establishes a “ four-three model” that evaluates the urban agglomeration innovation system of our country, and designs an index system that assesses the urban agglomeration innovation system, combining the top frame of regional innovation system. According to the relative fuzzy deviation matrix, this paper comprehensively analyses the current situation and differences of urban agglomeration regional system from the aspects of innovation subject, input, object and output.
