Abstract This paper based on the characteristics of marine emerging industries, builds an industry cultivation model with cultivation system, training mechanism and training policy.Based on the basis of Guangdong marine strategic emerging industries, it conducts a demonstration analysis on the model application from the perspectives of the cultivation system construction, cultivation mechanism optimization and training policy recommendations, in order to solve the problems of China's current maritime strategic emerging industries.
