Abstract Judgment of phases of cluster's evolution should analyze on the key elements which constitute and influence cluster's function.Through analysis the requirements of dynamics in different stages of cluster's development, so as to keep cluster moving to the higher level and in right direction by making match of different dynamics in each stages of cluster.Based on the literature review, this paper constructs an evolutionary model of cluster and testifies the model by doing a longitudinal case study of Wenzhou low-voltage apparatus cluster.
