Abstract Singapore Government has made and implemented innovation and capability voucher policy in order to enhance the technological competitiveness of Micro, Small and Medium-sized Enterprises(MSME).It gives subsidies for such fields as innovation, production, human resources management and finance management of MSMEs by issuing‘free voucher’, and has achieved good results in promoting industry-university-institute cooperation and transformation of scientific and technological achievements.This paper analyzes the development background, evolution process, main contents and auxiliary programs of the policy and discusses its operation mechanism to provide a reference for Chinese local governments to effectively making innovative voucher policies.
