Abstract The Anti-Counterfeiting Trade Agreement challenges the international rules multilateral system,in which the protection of intellectual property right goes beyond the scope of TRIPS agreement and forms TRIPS-plus standard,and it will bring great,potential and negative influences on intellectual property right field at the global level including China.China has to take the following suggestions to achieve own benefits:to promote indigenous innovation,try to constrict the negotiation issues on intellectual property right into WTO regime by combining the developing countries and international NGOs,and rebalance the IPR by multilateral system.
