Abstract In the era of knowledge economy,development of Marine high-tech must be based on the system and protection of Intellectual Property Rights.Marine high-tech enterprises also need to link their Marine intellectual property rights with their strategy and value creation.The Intellectual Property Strategy Map of Marine high-tech enterprises which based on value creation is such a tool.Firstly,it describes the three main elements of intellectual property value creation of Marine high-tech enterprises which are the market value innovation,the cost structure optimization and the premium sustainable measures,and analyzes the logical relations among these elements.Furthermore,from top to bottom it decomposes the ultimate goal of intellectual property value creation into three elements so that it shows the value realization ways of knowledge property strategy and the implementation resource of special personnel,information and organization in a Marine high-tech enterprises in order to help managers do better in managing the implementation of the strategy of intellectual property rights.
