Abstract From the 2008—2011 sample of Chinese firms who were required to answer CDP questionnaire,choosing firms low carbon intention to measure their low carbon decision behavior based on Ajzen s theory of planned behavior,this paper investigated the question of what motivated the firms to make low carbon decisions.It found that there is a lack of interest-driven motivation and firms low carbon decision is mainly motivated by the government s pressure and clients expectation.The findings will be useful for the policy makers to evaluate and make incentive low carbon policies.
