Abstract Based on Sen's theory of capability approach and Atkinson's family of inequality measures, the paper develops a new social welfare index of China's urban society and the sub-dimensions index system.It demonstrates its subgroup consistency and path independent characteristic.The empirical illustration shows that in 2000—2011, inequality has obvious impact on the level of social welfare and the impact is gradually expanding.Social welfare index of Chinas urban society increased year by year, but the imbalanced development of the sub-dimensions is the main obstacle to the faster growth of social welfare in urban areas.
