| Enabling Logic,Legal Risks and Governance Responses of Compliance Technology in the Digital Age |

Abstract In the digital age,as enterprises undergo digital transformation,they encounter development opportunities alongside severe challenges in compliance costs and quality.Therefore,leveraging compliance technology to empower traditional corporate compliance construction has become an urgent task.Compared to traditional compliance methods,compliance technology driven by large model technology can meet effective compliance standards at lower costs and higher efficiency,possessing both institutional legitimacy and technical feasibility.However,in practice,due to the influence of a singular concept of technology governance,people have not fully grasped the dual nature of compliance technology as both‘empowering governance’and ‘empowering risk’.This has led to legal risks such as the unreliability of intelligent compliance decisions,the need to improve the legitimacy of personal information processing,and hidden dangers in the data security of corporate compliance.Guided by the theory of Law 3.0,it can be found that‘techno-legal integrated governance’is the appropriate concept for addressing the empowerment of compliance technology,achieving the complementary integration of law and technology.Under this concept,it is urgent to establish a legal data opening system to ensure the reliability of intelligent compliance decisions,implement inclusive and prudent supervision to enhance the legitimacy of compliance technology empowerment,and adopt a composite compliance personnel selection mechanism to enhance data security.
