演化博弈视角下转基因技术环境风险规制的演化机制

Abstract Transgenic technology,as a revolutionary biotechnology with vast economic potential,has triggered widespread concerns about environmental safety.An effective regulatory framework for environmental risk is crucial to ensure the secure application of this technology while balancing technological progress and economic development.This study employs a multi-agent evolutionary game model to delve into the decision factors and interactions among the government,environmental organizations,and businesses in the regulation of environmental risks associated with transgenic technology.The research findings indicate that government decision parameters,such as strict regulatory costs and economic pressures faced by enterprises,significantly impact the strategic choices of the three parties involved.Environmental organizations'decisions are influenced by multiple parameters,including litigation costs,social support,and government penalties for strict regulation.Meanwhile,parameters such as anticipated profits,information disclosure,social adverse effects,and speculation costs significantly influence business decisions.Furthermore,there exists a delicate balance among the involved parties,contributing to the sustainable development of environmental safety regulation.This balance ensures the stable promotion of transgenic technology and its controlled application in society.The study provides valuable insights for formulating more effective policies and strategies to ensure the environmental safety of transgenic technology.It also offers guidance for international cooperation,promoting the development of international standards for transgenic technology.
