Abstract The new quality productivity possesses both the specificity of contemporary times and the universality of historical context,forming a social productivity system in conjunction with non-new quality productivity.“Scientific and technological innovation serves as the core element driving the development of new quality productivity”encompasses profound theoretical logic,historical logic,and practical logic,which are emphasized in terms of theoretical foundation,essential form,and ultimate objective of new quality productivity.To effectively leverage scientific and technological innovation as core elements:firstly,it is crucial to scientifically comprehend the strengths and weaknesses of various theoretical foundations pertaining to new quality productivity in order to avoid being confined within a single fixed theoretical framework or ideological system that may lead to cognitive and practical errors;Secondly,attention should be directed towards leading technologies and key components associated with the latest industrial revolution wave while enhancing national innovation system capabilities to expedite our country's transition onto a new“technology-economic”trajectory;Thirdly,understanding the laws governing innovation during this era is imperative for promoting paradigm shifts in scientific research along with deep-rooted technological innovation and entrepreneurship endeavors aimed at achieving more efficient knowledge production and allocation;Fourthly,establishing novel production relations guided by four favorable expectations encompassing scientific research,innovation,production processes as well as personal development is vital for forging close integration between scientific-technological innovations alongside institutional innovations thereby creating a“social capacity”.
