| The Legal Norms Construction of the China's Data Exchange on Transnational Offering |

Abstract The international board of data exchange has been transformed from a planning vision to a realistic picture,but the legal norms of the international board have not yet been seen,resulting in potential derivative risks.According to the comparison of attributes,the uniqueness of data transactions from securities transactions outlines the basic framework of the international board legal norms.Through risk deconstruction,the superposition of cross-border transaction risks and data cross-border risks is the focus of the international board legal norms.Based on the review of the status quo,the obstacles in the governance mechanism of cross-border data transactions point out the direction to fill in the gaps in the legal norms of the international board.In the future,the legislation of the international board should consider the main regulations of regulators and traders,formulate full-cycle cross-border transaction rules,enrich regulatory measures under a collaborative framework,and improve cross-border data transaction governance regulations externally.It provides a solid and effective legal guarantee for the high-quality development of the international board of data exchanges.
