知识产权还是科研诚信:美国制裁涉华科技人才法律措施研究——以“中国行动计划”为例

Abstract From the end of 2018 to the beginning of 2022,influenced by the“China Initiative”,China's overseas talent introduction has encountered unavoidable obstacles.It is found that the focus of the“China Initiative”is significantly different in public opinion and policy practice,Intellectual property is the main topic of public opinion,and research integrity is the core of judicial practice.Compared with intellectual property issues,research integrity should be the focus of China's response to and prevention of legal risks in the introduction of overseas talent.In terms of countermeasures,strengthen the overall coordination of legislative,and improve the enforceability of laws and regulation,ensure that all provisions can be implemented in talent plan.
