Technology Strategy-Driven Mechanism for Sustained Innovation in Key Core Technology Areas ——A Case Study of Mobile Communications |

Abstract Traditional views suggest that government-led technological innovation is difficult to sustain.However,this perspective contradicts the empirical evidence in many critical core technology areas in China.In response to this issue,our study,based on a strategic orientation perspective,constructs a mechanism for sustained innovation in key core technology areas driven by technology strategy.Using process tracing,our study dissects the case of mobile communications as a typical example and finds that a causal chain exists between technology strategy orientation and sustained innovation,which consists of three necessary components including strategic alignment,policy driving,and system evolution.Governments must select normative,aggregative,and forward-looking strategy orientations based on opportunity window and system foundation to achieve the alignment of strategy and environment.Technology strategy orientation,ultimately carried by a new-type national system,plays a role in breaking external path dependence,building internal path advantages,and overcoming internal path inertia,driving the phase development of the technology innovation system from“framework prototype-common value-self-organizing evolution.”This,in turn,promotes sustained innovation in key core technology areas.This study addresses the insufficient understanding in the literature of the new-type national system,while also providing valuable insights into the imperative for China to achieve breakthroughs in critical core areas of innovation.
