| International Comparison of NSFC's Basic Science Center Program and Relevant Policy Suggestions |

Abstract The competition for the leading strategic position at the frontiers of science and technology in the future increasingly depends on the competition for high-level scientific research leaders and teams.For this reason,in recent years,major countries around the world have launched relevant science and technology talent programs which focus on cultivating world-class top science and technology centers.This paper studies on three funding programs,namely,the U.S.Science and Technology Center(STC)program,Japan's World Premier International Research Center Initiative(WPI),and China's Basic Science Center Program(BSCP)established by NSFC,and systematically reviews the objectives,scale,intensity and periodicity of funding,and management characteristics of the three programs.Based on that,the main differences in funding and management among BSCP,STC and WPI are analyzed,and relevant policies to improve the funding and management of BSCP are put forward in the end.
