The Nationality-Based Data System and Its Construction |

Abstract The nationality-based data system is a defensive system a country establishes in the context of other countries' expanding extraterritorial jurisdiction of data.The system means that a country takes effective control of key data by making specific data from key fields characterized by nationality based on certain standards,or defining the nationality and jurisdiction of data,and regulates cross-border data flow through data passports and other systems.It can serve as a platform for equal dialogue among countries to maximize their interests.Developing countries,in particular,can confront data hegemonism and safeguard their cyber security by building their own nationality-based data system.
