An Empirical Analysis of Collaborative Innovation Between Seed Enterprises and Agricultural Science and Technology Parks Under the Background of Seed Industry Revitalization |

Abstract Based on the relevant data of 31 provinces in China from 2014 to 2018,this paper constructs a breeding collaborative innovation composite system index system and empirically analyzes the level of collaborative innovation development between seed enterprises and agricultural science and technology parks.The results showed the followings.①Seed enterprises and agricultural science and technology parks were closely related in the breeding field,and the synergy between seed enterprises'breeding innovation performance and agricultural science and technology parks'breeding innovation output had an important impact on the improvement of the level of collaborative innovation development of the composite system.②The degree of order of the subsystem of seed enterprises is on the high side as a whole,the degree of order of the subsystem of agricultural science and technology parks is polarized,and the degree of order of the subsystem in the southern region is on the high side as a whole.③The overall level of collaborative innovation development between seed enterprises and agricultural science and technology parks is low.④The government's support for agricultural science and technology parks and preferential tax policies of tax authorities for seed enterprises have promoted the development of agricultural science and technology parks and seed enterprises to some extent,and created good conditions for the in-depth cooperation between agricultural science and technology parks and seed enterprises in breeding.However,the market concentration of seed enterprises is not high and the single function of agricultural science and technology parks has to some extent limited the level of collaborative innovation and development between seed enterprises and agricultural science and technology parks.Finally,from the aspects of incentive policy of breeding cooperation,industrial demonstration function of the park and coordination of elements,it provides countermeasures and suggestions to effectively implement the seed industry revitalization action plan and improve the construction of commercial seed breeding system.
