基于技术转移的国际科技合作价值评估——以杂交水稻国际科技合作项目为例

Abstract In order to improve and perfect the evaluation of international science and technology cooperation projects and assess the value of international science and technology cooperation,this paper combines the common characteristics of international science and technology cooperation projects,from the perspective of technology transfer,using the Analytic Hierarchy Process and Fuzzy Comprehensive Appraisal method,analyzing three main influencing factors of technology input,technology transfer process and technology transfer results and their impacts,researching and establishing the evaluation index system of international science and technology cooperation value and choosing to carry out evaluation research.The results show that the value grade of international scientific and technological cooperation is high.Finally,Yuan Longping academician hybrid rice technology transfer international science and technology cooperation project is selected as a case to prove the rationality and applicability of the index system and provide reference for the evaluation of international science and technology cooperation.
