Abstract The system of government chief data officer is an important initiative to promote the government to fulfill its data openness responsibilities according to law,improve the quality of data openness,and guarantee national data security.By examining the logic and dilemma of government data openness in a holistic manner,the necessity of the government chief data officer system is clarified,and the system is constructed from multiple perspectives,including the selection,responsibilities and evaluation mechanism of the government chief data officer.The study finds that the responsibilities of the government chief data officer includes data security management,data production,and data openness coordination,implementation and evaluation.The government chief data officer should be set up in a hybrid mode,and the organization should be configured horizontally and vertically as a whole.The selection of the government chief data officer should meet the professional needs of government data opening and change from experience-oriented to knowledge-oriented.The evaluation mechanism of government chief data officer includes both internal and external,and the internal evaluation mechanism should be led by administrative organs while the external evaluation mechanism should be led by third parties.
