京沪深创新策源能力评价研究:基于国家科学技术 “三大奖”的视角

Abstract It is difficult to evaluate the creational and original capacity of innovation for the indicator and data issue,while the State Science and Technology “Three Awards” (The State Natural Science Award,The State Technological Invention Award,The State Scientific and Technological Progress Award)brings the possibility by being an ideal quantifiable indicator.Based on the connotation of the creational and original capacity of innovation,this paper firstly divided it into three sub-capacity as scientifical innovation,technological innovation,and industrial innovation.Furthermore,by taking into the corresponding relationships between the State Science and Technology “Three Awards”and the three sub-capacities of the creational and original innovation,an evaluation index system was constructed.This was followed by an evaluation and comparision of the creational and original capacity of innovation among Beijing,Shanghai and Shenzhen from 2010 to 2018,through the improved vertical and horizontal pull-off grade methodology.The research findings are as follows.Beijing has the higher comprehensive and three sub-capacities when comparing with Shanghai and Shenzhen,especially its creational and original capacity of technological innovation is particularly prominent.Shanghai is most likely to making breakthroughs in the creational and original capacity of scientifical innovation.Shenzhen has a significantly higher growth rate in the creational and original capacity of industrial innovation than that of Beijing and Shanghai.This paper not only enriches the evaluation index system and methodology of the creational and original capacity of innovation,but also provides relevant suggestions for the creational and original innovation capacity construction in Beijing,Shanghai and Shenzhen.
