基于产业转移升级的创新收益分配研究——以京津冀城市群为例

Abstract This paper explores the mechanism of industrial upgrading through industrial transfer and the impact of industrial transfer and upgrading on the Beijing-Tianjin-Hebei urban agglomeration.Based on the benefit distribution model of ability structure and regional economic cooperation,we had measured the benefit distribution situation of industrial collaborative innovation of the cities in Beijing-Tianjin-Hebei urban agglomeration.It is concluded that urban agglomeration obtains innovation benefits through industrial transfer and upgrading,and the coupling degree of urban industrial collaborative innovation ability has an important impact on the distribution of innovation benefits.The results show that there is a large difference in innovation capacity among the cities in the Beijing-Tianjin-Hebei urban agglomeration,and the coupling network of innovation capacity has a large space for optimization.The government's industrial transfer and upgrading policy has a positive effect on promoting the equilibrium of innovation income distribution among the cities,but the gap of innovation development level between Beijing-Tianjin and Hebei may widen.This paper proposes relevant policies to solve this problem fundamentally.
