| Analysis on the 70 Years' Development and Policy Evolution of China's Scientific Research Fund |

Abstract Based on 8 typical mid and long term science and technology planning and 114 scientific research fund policy texts since 1949,using both quantitative and qualitative method,this paper makes analysis of the logic of evolution concerning the development of the scientific research fund policy,from two aspects of scientific research fund input mechanism,and managing mechanism.It concludes that concerning the reform of the scientific research fund,the reform of economic system gives the general direction,the reform of the science and technological system gives the impetus and rules,the reform of fiscal system provides the form and frame.The principal of the fiscal scientific research fund policy evolution is to improve efficiency and follow the rules,the function is to lead and give incentive as well as regulate.This paper aims to deepen understanding of the nature and rules of the scientific research fiscal fund,and give reference for future policy making of scientific research fund of China.
