| The Evolution and Enlightenment of China's Science and Technology Finance Policy Since the Reform and Opening-up——Based on the Co-Word Analysis of the Central Government's Policy Text |

Abstract Based on a systematic review of 213 science and technology finance policy texts issued by the State Council and its subordinate ministries from 1978 to 2019,this paper divides them into four stages based on key historical node events,and uses the method of co-word analysis and social network analysis to explore the change of the focus of science and technology finance policy theme in different historical stages.The study found the followings.Firstly,China's science and technology finance policy has undergone significant policy theme changes in the four areas of support means,support objects,policy objectives and management norms,showing the evolutionary characteristics and laws of focusing on diversity and indirectness in support means,taking into account comprehensiveness and focus in supporting objects,emphasizing the times and orientation in policy objectives,and having continuity and development in management norms.Secondly,the dynamic mechanism for the evolution of China's science and technology finance policy is the periodic characteristics of development of science and technology finance,the timely adjustment of the concept of science and technology finance support,the gradual deepening of development strategy of science and technology finance,the clear and in-depth cooperation of the functions of science and technology finance departments,and the constant changes of science and technology finance policy tools.According to this,this paper puts forward the corresponding policy suggestions for the formulation and development of China's science and technology finance policy in the future.
