科技公共服务质量对区域创新水平的影响——基于吸收能力的门槛效应分析

Abstract Based on the panel data of 30 provinces in China from 2008 to 2017,this paper constructed the evaluation index system of the quality of public science and technology services,and used DEA-Malmquist index method to quantify it.Taking the regional absorption capacity such as human capital,institutional environment and the industrial structure as the threshold variable,this article used the panel threshold regression method and empirically examined the non-linear impact of the quality of scientific and technological public services on regional innovation and analyzed the efficiency level and spatial evolution characteristics of the regional absorption capacity.The study found that the quality of science and technology public service has a single threshold effect based on human capital and a double threshold effect based on institutional environment and industrial structure on the level of regional innovation.High level human capital,medium and high level institutional environment,rational industrial structure can effectively promote the innovation effect of science and the quality of public science and technology services.
