Abstract Ethics evaluation is an indispensable key part in the operation of the patent system,and an important mechanism for “Science and Technology inclined to Goodness”in patent system.The principle of public order and good custom and the ethical exception rule provide the necessary legal basis for the orderly development of patent ethical evaluation.The ethical evaluation in patent authorization and patent confirmation forms the beforehand and afterwards ethical evaluation of technical achievements respectively.However,the viewpoint “ethical minimization”in practice often results in the absence of patent ethical evaluation.With the emergence of new technologies that are full of ethical disputes,the practical appeal of enhancing patent ethical evaluation is becoming stronger and stronger.Therefore,it is necessary to improve the evaluation mechanism of patent ethics to realize the value orientation of “Science and Technology inclined to Goodness”in the practice of patent system operation by typed content interpretation and specialized procedure design according to the formation mechanism of the dilemma of patent ethics evaluation mechanism.
