Abstract Science and technology ethics is a value criterion that must be complied in science and technology activities.Research ethical review is an important mean of science and technology ethical governance.This article studies the framework programme for research and innovation of European Union such as “Horizon 2020”and “Horizon Europe”, investigates the ethical polices on research funded by 7 Research Councils of UK Research and Innovation, combs the ethical requirements of research projects funded by national finance in China, analyzes the development trend of ethical governance of research projects funded by national finance.It is suggested that the ethical supervision of financially funded research projects will become more and more stringent in the future.Finally, the proposals of ethical governance of research funded by national finance in China are advanced.This paper provides some references for formulation of a science-technology ethical governance system which is suitable for Chinese characteristics.
