Abstract This paper is based on the Japanese Ministry of Education,Culture,Sports,Science,Technology,and Academic Policy Institute's 2019 edition of“Science and Technology Indicators”and“Funds and Personnel System for Research Activities on Output of Papers”.Through case study and chart analysis,it analyzes the specific situation of R&D basic funds and competitive funds in various universities in Japan,and on this basis,analyzes the reasonable proportion of the basic funds and competitive funds.Finally,based on the experience of Japan,it expounds the social conditions of the R&D activities of Chinese and Japanese universities,especially the differences in the support of R&D basic funds,and puts forward that Chinese universities should enhance the proportion of R&D basic funds,so as to maintain a reasonable balance with the competitive funds.
