Abstract Based on the three frames of innovation policy,this paper reviews the innovation policy evolution and current trend since the founding of the People's Republic of China,and analyzes the emerging innovation policy practice types and policy issues faced by China with the emerging transformation innovation policy paradigm.The study found that strong top-down government leadership,have to ensure the efficiency of innovation policy implementation;However,the coordination between different levels and different departments weakens the efficiency of innovation policies to some extent.The sinking of the Internet has helped disadvantaged groups to achieve poverty alleviation through mass entrepreneurship and innovation,but social innovation to solve social and ecological problems is still relatively weak.The government should give niche protection space,encourage social experimentation and establish third-party evaluation mechanism.
