关系-内容视角下央地科技创新政策协同研究

Abstract The coordination of central and local S&T innovation policies is greatly significanct to the implementation of central policies,the best effect of policies and to make S&T innovation policies become a powerful driving force for regional innovation-driven development.LDA topic mining and semantic similarity calculation in social network analysis and natural language processing are comprehensively utilized from the perspectives of relationship coordination and content coordination.Taking Beijing-Tianjin-Hebei as an example,the current situation of policy coordination between central and local governments was demonstrated in this paper.The results indicate that the policy subjects in Beijing have the highest enthusiasm to participate in the governance of S&T innovation in the relationship coordination.However,the participation enthusiasm of policy subjects in Hebei and Tianjin needs to be improved.At the same time,the stability of the three policy bodies to the implementation of the central policy needs to be strengthened.The governance of S&T innovation in Beijing,Tianjin and Hebei has its own characteristics in the content coordination and Beijing and the central S&T innovation policy targets consistent highly.Policies and measures are more abundant than those of the central government.Tianjin and Hebei lack attention to the construction of talent team in the governance of S&T innovation compared with the central government.
