Research on the mechanism of “Talent Title”alienation |

Abstract The chinese government tries to attract overseas high-level talents through talents project,gives them “talent title”and special safeguard measures,but the talents policy for returnees which is in the form of “talent title”,dissimilated in the process of implementation and had a negative impact on the academic field.Taking Shandong province as an example,carring out the policy text analysis and interview returnees,the paper found the alienation phenomenon of “talent title”result from the background of strengthening the attraction of returnees and in the process of using “talent title”to attract returnees,and result from “triple vertical stack”among government performance examination,supporting policies and actor interest.Finally,the paper puts forward suggestions for talent policy making.
