中美经贸摩擦背景下中国区域知识产权保护升级制度保障的实证研究

Abstract The 2017 special 301 report points out that the regional intellectual property protection problems are critical in China.In addition,the trade friction between China and the United States are carried out in the name of intellectual property.Thus,evaluating the provincial environment for intellectual property protection from empirical perspective is necessary.Firstly,five dimensions of primary evaluation index and twenty-eight secondary index were established.Secondly,the specific index data of 31 provinces were taken as samples and six specific evaluation indicators for regional intellectual property protection had been confirmed by the method of factor analysis.Lastly,the province scores of each comprehensive evaluation factor were calculated and the characteristics and problems of regional intellectual property protection were summarized.The regional intellectual property protection upgrading is the wing of regional innovation development,road to Intellectual Property Power and the need to change the pattern of international trade.The system guarantee should be carried out from three levels of legislation,administrative enforcement and judicature.
