| The Evolution of the Sci-tech Innovation Provisions in the Seed Law:Motivation,Characteristics and Revelations |

Abstract This paper reviewed the provisions on sci-tech innovation in the previous seed laws and regulations,summarized their evolution situations in terms of the main body of innovation,the relationship among these bodies and their connection of the interests,their rights and obligations,the allocation of resources,incentive mechanisms and safeguard measures.It analyzed the motivation of their evolution from internal and external perspective;summarized the characteristics of their evolution;analyzed the highlights and shortcomings in current Seed Law.We sought to provide useful revelations and suggestions for the understanding,implementation,revision and improvement of relevant provisions in current Seed Law.
