| Structural Plight and Fragmentation Action:Why Is Poverty Alleviation by Science and Technology Not Accurate?——Based on the Perspective of Policy Implementation |

Abstract Poverty alleviation by science and technology is a process involving multiple subjects.While the positions of different participants in the action structure determine the rules of their actions and the resources exploitable,while the differences of the rules and resources determine the purpose of their actions and whether their goals can be achieved.Different participants are constrained by the original structure more than by the secondary structure in the poverty alleviation system.The actions of the participants has a fragmentation tendency,and the poverty alleviation is not precise enough.Therefore,it's necessary to reform the poverty alleviation system,reinforce the integration of science and technology into the project of poverty alleviation,resolve the structural plight of the poor,improve the precision of resource allocation.Also it puts forward some suggestions to ensure the implementation of the precise poverty alleviation by science and technology:developing refined pro-poor techniques such as micro-techniques,easy-to-understand techniques,low-risk techniques,full-course operating procedures;training local scientific and technological professional;improving the structural resources and operational capabilities of the poor.
