研发投入强度及资源配置结构对西部欠发达地区研发效率的影响——以宁夏为例

Abstract Taking Ningxia as an example,by using the DEA-Tobit two-step method,this paper evaluates Ningxia's R&D activities efficiency from 2000 to 2016,and makes the empirical analysis on the effect of R&D input intensity and allocation structure on Ningxia's R&D innovation eficiency.The results shows that:Ningxia's R&D activities are in a non-DEA effective state,and this non-effective state is mainly caused by the inefficiency of scale efficiency; the efficiency of R&D activities in Ningxia is obviously positively affected by the R&D staff's structure factor,while the R&D expenditure intensity has no significant negative impact on the efficiency of N&D activities.
