Abstract R&D subsidies are common policies which have been widely used throughout the world to stimulate enterprises to keep a sustainable and steady increment in R&D expenditure.It is worth researching how American,British and French governments use R&D subsidies,which belong to actionable subsides,to impel enterprises to increase R&D investment under the frame of the WTO rules.Based on analysis of restrictions on R&D subsidies under SCM Agreement,this article analyses the pattern of government R&D subsidies in American,British and French and expounds the implementing situation of government R&D subsidies in Guangdong from different dimensions and puts forward some implications and suggestions for the development of Guangdong's government R&D subsidies under the WTO rules.
