Abstract Based on the objective management and performance evaluation perspective,and the policy-oriented of removing institutional hurdles to promote economic and social development,this paper discusses the evaluation idea and principles,evaluation logic framework and dimensions,and the evaluation index on national pilot regions for comprehensive innovation and reform.Given this understanding,it puts forward a comprehensive evaluation index system including the four dimensions of“goal achieving”,“organizational management”,“the implement of relevant reform policies and measures”and“the effect and impact”for evaluating the national pilot regions for comprehensive innovation and reform.After that,the above evaluation framework and index system's practical application prospect is viewed.
