| The New Mode of Special Equipment Safety Regulation:Multi-centered Governance |

Abstract Deepening the reform of decentralization and combining the regulation are the needs of government regulation.The changes from the government regulation to multi-subject regulation and from regulation to governance are the important measures for government regulation reform.The article takes special equipment safety as the research object in response to the requirements of the decentralization reform and special equipment safety reform strategy.It uses multi-centered governance theory and response regulation theory to establish the new mode of multi-centered governance of special equipment on the basis of the current situation of special equipment safety supervision.Furthermore the responsibilities of governance main party are distributed.Finally the suggestions of pluralism mode implement are given.
