Abstract With the continuous improvement of relevant policies,China's PPP model is becoming more standardized.In the actual operation,however,the development of PPP model fragmentation has some problems:lack of business thinking,ignoring business operation and other issues,and shows complex features.PPP project is a complex system engineering.The paper uses a complex adaptive system to analyze PPP,and designs PPP model creatively from the contract mechanism,pricing mechanism,investment and financing management,operation and management,risk management.Taking the PPP project of Changyang Town in Fangshan District of Beijing as an example,it analyzes the innovative design of PPP model,and provides reference for the successful landing of PPP project.
