Does Environmental Regulation Affect the Technical Innovation Efficiency of Clean-production Industries? |

Abstract Based on the Translog stochastic frontier model,the paper conducts empirical analysis towards the environmental regulations influence on technical innovation efficiency of clean-production industries during the years between 2004 and 2010.The result shows that environmental regulation significantly promotes the technical innovation efficiency of clean-production industries,while the heterogeneity does exist.The inverted“U”type relationship appears between these two sides.That is to say,the influence of environmental regulation on technical innovation efficiency of clean-production industries is relatively limited.Compared with the whole industry,environmental regulation s driving effect on technical innovation efficiency of clean-production industries is seemingly more remarkable.In addition,the inverted U curve of these two has the higher inflection point,which shows,under the premise that the technical innovation ability is not endangered,and then the government will have a much broader scope in terms of imposing strict environmental regulation policy on clean-production industries.
